Hit recovery speeds are not dependent on IAS, BoS, or WSM. They are dependent on the Faster Hit Recovery mod on items. Just like equipment IAS, these amounts of Faster Hit Recovery have to to through a diminishing returns formula. The formula is identical to the IAS diminishing returns formula:
Effective Faster Hit Recovery = (120*FHR)/(120 + FHR)
